Jose Pagoaga
Emerging Practice Leader
Jose Pagoaga is the Emerging Practice Leader at SullivanCotter. He has over 25 years of experience consulting to health care and tax-exempt organizations.
Prior to joining SullivanCotter, Jose was a Partner with Mercer and National Leader of the Healthcare Human Capital practice for 10 years. His consulting work is primarily focused on serving as the executive compensation adviser to boards and senior management of major academic and community-based health systems, health plans, national tax-exempt organizations and for-profit and publicly traded health care management companies. He also consults in the areas of physician alignment strategies, physician compensation models and pay-for-performance models for the broader health care workforce.
In addition to his work with clients, Jose has achieved the following:
- Led the development of consulting standards and analytical methods in response to IRC §4958.
- Led a study on the state of executive pay governance in not-for-profit health systems and developed best practice standards for executive compensation governance.
- Led the development of a highly-compensated physicians’ database.
- Created a total direct compensation database for executives in for-profit health care organizations.
In 2011, Jose’s article “New Risks in Executive Pay” appeared in Trustee magazine. He is frequently quoted in professional journals, including Businessweek, Nonprofit Timesand Modern Healthcare.
Jose holds a Bachelor of Business Administration from Georgia State University.
