Jose Pagoaga is a Managing Director at SullivanCotter. He has over 30 years of executive compensation consulting experience to the health care industry, including for-profit health care organizations. He serves as the lead executive compensation advisor to several of the firm’s largest and most complex academic and community health system clients. In addition, he is the leader of the firm’s Health Care Executive Workforce practice segment.
Prior to joining SullivanCotter, Jose was a Partner with Mercer for 16 years and national Leader of the Healthcare Human Capital practice.
His consulting work is primarily focused on advising boards and senior management on strategic executive compensation matters, such as:
- Compensation strategy alignment and model re-design.
- Incentive plan design, performance metric selection and target setting.
- Relative performance assessments and performance/pay calibration.
- Executive contracts.
- Retention strategies.
- Executive compensation governance.

Jose holds a Bachelor of Business Administration from Georgia State University.
